7-3 is 8 hours but many jobs do not include lunch. An 8 hour day at all my employers would be 7-3:30. Maybe that is what the issue is.

I work 7 - 3 and I love it! 😅 Some of our clients do get annoyed though because our office closes at 5 and I’m not there the whole time but most people are 8-4 anyway

I'd have understood your manager to mean that it's flexible as in an hour here or there or some times you work 7 to 3 pm depending on what's going on for you... I don't think they necessarily meant "set your own working hours "
