I’m picky with mascara also. I’m currently using Spoiled Lips Cosmetics Mascara and I’m loving it!!

And umm there's a ice roller attached to this mascara. I still have yet to find a mascara that stays on & doesn't give me raccoon eyes without a ton of Tarte setting spray.

The Skinn wipe if you hold it over your eyes & lightly press down. Then lightly rub. It will all come off. Or if you can use a oil base cleanser (hate using it) but it gets it all.
