My fellow Namibians, I honestly sometimes wonder how Namibia 🇳🇦 would have been if the late Hidipo Livius Hamutenya became President. Hidipo Hamutenya—affectionately known as "HH"—was one of the primary architects of Namibia's post-independence economic framework. Serving as the Minister of Trade and Industry from 1993 to 2002, his tenure was characterized by a shift from state-reliant development toward active industrialization, investment promotion, and private-sector-led job creation. Driven by the belief that Namibia could not solve its unemployment crisis without rapidly diversifying away from primary resource extraction (such as mining and raw agriculture), he spearheaded several high-profile industrial projects and structural policies: For many Namibians who don’t know this are some of the crucial parts he played. 1. The Export Processing Zones (EPZ) Regime Introduced in the mid-1990s, the EPZ program was Hamutenya’s flagship initiative to transform Namibia into a competitive manufacturing hub.  2. The Skorpion Zinc Mine and Refinery Complex While mining is traditionally extractive, Hamutenya fought heavily for domestic value addition. He played a central role in securing Anglo-American’s massive investment in the Skorpion Zinc project in the south of the country. 3. The 1997 Small Business Development Policy Recognizing that large-scale industrial projects alone could not completely absorb the country's labor force, Hamutenya pivoted the Ministry to focus aggressively on the informal sector and micro-enterprises. 4. Pioneering "Economic Diplomacy" When Hamutenya transitioned to the Ministry of Foreign Affairs in 2002, he did not abandon his focus on industrialization. He was the principal architect behind Namibia's first Foreign Policy White Paper in 2003.  5. Poaching the Investment for Namibia Originally, Ramatex had intended to set up its multi-million-dollar textile operations in South Africa. Recognizing the massive job-creation potential, Hamutenya led a highly aggressive diplomatic and economic push to hijack the deal.
