I'm a retired officer. Officer probably could have easily de-escalated this situation by just not talking or making demands for id etc until this man calmed down first, should have allowed him time to vent his anger first and then get his ID etc. Someone in this state will not cooperate and will lead to violence when handled this way. Officer needs more training

Ummm he doesn't need to drive at the speed limit, but 10 mph under is slow enough to be stopped. Within 5mph should be the requirement not the exact limit.
