this is from 20/20 the guy sued the city. the city dropped their claim. he has his occupancy permit. he's still currently in litigation to recover legal fees from the city

Every single official in that cities government should be taken out front of city hall and hung. Selling a property then saying that property is not allowed to be used by the owner is insane.
