It's NOT illegal to film anyone occupying a public space. The Supreme Court has affirmed this multiple times. They said that no one may have any expectation of privacy in public spaces. The ONLY time you are required to have someone sign a release is if you intend to use the video to make money. If it's just to document events and you never monetize it, you're free to capture anything you wish. Having said all that, running up and shoving a phone a foot away from someone's face, where you're interfering with their freedom of movement, qualifies as assault in my humble opinion.
