Stating that it’s a crime for someone to ask another person for money or whatever it is is absolutely insane and not true. Just because your town has an ordinance because they don’t want people begging on their streets is the town’s problem, but it’s not against the law. Everybody has the right to say no, and the ability to say no to someone panhandling until that interaction becomes more than a conversation. It’s none of law-enforcement business.
