ngl in the manga a follow up to the first season of fate, Shirou kept thinking about Saber all his life and when he died he got to meet her in Avalon with Merlin's help.Merlin was the one who made that possible. He put 2 conditions for the whole thing to be able to work and both of them accomplished those 2 conditions. Of course, Shirou knew absolutely nothing about it. Once Shirou died, Merlin transfered him to Avalon for his reunion with Saber. Merlin did this to give Saber her just reward. As he himself says that doing that is the least he could do.
