So Tiktok will flag a video for dangerous activities when someone is sitting in a parked car, yet they'll allow a driving livestream with no problem. Tiktok itself can and should be held partially liable for activities like this, as they were participating in an illegal activity.

Not to victim blame but there clearly was not a traffic light 🚦 and the man walked right into a moving vehicle, I don’t think she should receive any charges for that and it was also obvious her livestream was hands free, so she shouldn’t receive no charges. If anything the video should clear her of any wrong doing
