A lot of people here don't know the law. If a car is on a dropped kerb blocking a driveway it is illegal, but it is a council issue, and they can only enforce it with a fine. If, however, your car is on the driveway, and they are blocking you from leaving, it is an obstruction and becomes a Police matter, they will attend and do enquiries, and remove the vehicle if needed.
