How are you responsible for the installation of a railing that chipped the concrete?? Maybe they should have waited for the concrete to cure a bit longer. Either way it was perfect before they they drilled into it after.

yeah every time I pay a contractor before the job is fully done. I'm usually having to pay someone else to finish their work. so if you're going to blame someone. blame other contractors.
