To answer your question: many of these building projects, shopping centers, and so on were started with money stolen from the state’s coffers. The current government has fought hard against corruption, and many of those who initiated these projects have been convicted of fraud, while others have been removed from power and can no longer finance the continuation of the work.

the other ones started during the oil boom, but now the economy is in crisis, so a lot of projects got interrupted, also some are owned by people investigated for corruption so they cancelled their projects
