Making any assumptions preemptively is on fhe player assuming they gained an advantage they shouldnt have. as you shouldnt know the deck you are facing against before facing it.

Aren’t all the decklists public information in a tournament? They have to be officially submitted when registering to see if they’re legal and then anyone can find the name of a player and the deck they’re running

Monarch decks are powerful, but in exchange, it has the disadvantage of requiring zero cards in the side deck. It means it must become obvious for both players that you do not have a side deck, that's officially what the zero requirement means in an actual play. Creating a facade of having a side deck or giving a hint of having one by deliberately showing a dummy one is disgraceful and disrespectful. Trying to deliberately twist the interpretation of the rules and convincing himself that he did nothing wrong just to win is unacceptable. The lack of transparency and misrepresentantion of the side deck resulted in a ban.
