Not having a main breaker was allowed until the 2020 coat cycle. You were allowed up to six handles in one enclosure. The rest of that looks a mess though.

It is true that is not a main for that panel. It is also true that it didn't require a main by code because of the six switch rule, but all your other concerns are valid. It isn't uncommon to see some pretty shady stuff on mobile homes. That service was likely installed on a different mobile home that was moved out years ago and the current one hooked up to that service by someone not qualified to do it properly. This is just one reason that I do not work on Mobile homes. They are usually wired pretty sketchy on the inside too.
