i think its highly subjective and based on ones social environment. i began primary school in 2006 in germany and at my school, most of the kids already had phones. in secondary school (2010), one was an alien and outsider for not having a phone. in other areas of germany, it wasnt that popular by then. i am working as a children learning therapist and to be honest, i dont notice anything different then to when i was a kid. in my subjective view, kids did not become meaner. but we, as adults, became more aware, so it may seem to us, that things are getting worse
