Scandinavian/Danish culture :
It’s the same in Denmark, but I think the main reason is because you aren’t washing your hands right away. Scandinavian hygiene norms are kinda strict, people try not to cough heavily especially in tight spaces, people don’t clear their throats aggressively and spitting is a no go.

Then people with chronic rhinitis, allergies, etc., wouldn't be able to leave their homes. Sometimes medication can reduce but not eliminate, the symptoms. There are days when you need to blow your nose almost constantly, there's no other option. It's also not pleasant for the person experiencing it. It's easy to understand if you have empathy!

the same for me! Im brazilian and now im studying in France, it was such a cultural shock for me! In Brazil we go to the toilet to blew our noses! But here they make so much noise and like no one cares haha im getting used to it

I would get annoyed when someone is dripping and sniffling constantly instead of just blowing their nose so we can all get a break from that noise.

I mean what do you want? That a person doesnt blow but just snorts it up? Many people cant call in sick, me for example have an attendance where I can only miss two classes per semester, I need a doctors letter signed to officially call in sick if I go over the two classes or otherwise I’m not allowed to make to test. You aren’t going to risk those two classes for a simple cold.
