Jesus’ statement about being sent “only to the lost sheep of Israel” meant that His mission started with Israel, not that it was limited to them. Paul gave an answer to this in Romans 11:25-29. That the hearts of the children of Israel were hardened in part to allow the Gentiles to enter, but when you réad the Bible, God has a plan for the children of Israel when he sends to them 2 witnesses in Revelation 11 to awaken them to the reality of Christ as the saviour. So Jews rejecting Jesus was God's plan to have the Gentiles get salvation. It is so declassified.

Matthew then makes this expansion explicit at the end when the risen Jesus commissions his followers to disciple “all nations” (Matt 28:19), showing an “Israel first, then the nations” flow rather than a permanent exclusion of Gentiles.
