For people who supports RDA bcs they think RDA represents human military might. Mind you that Jake Sully was a paralyzed vet, that even in his Na'vi body still recognize his identity as a marine. And the RDA? they are a company, not the earth military force. All of the RDA doings are probably unknown to people of earth. The real human military might will side with jake, if they managed to see the truth about RDA experiments and Jake's previous treatment as a vet.

the avatar supposedly belong to jake sully identical brother, tom. RDA didnt need jake at the first place but then tom dead and the avatar should be waste of resource so RDA need to replace tom with his twin brother jake

well they needed jake bc his twin brother died ans the avatar would've gone to waste + it would take to long to find someone new and make a whole other Avatar, the mission needed to start. The benefit to get the surgery came later when Quaritch asked him to get information for the military
