See if the child’s clothes were washed and just so happened to be wearing the same when you got home that’s ok but if she was left in the same clothes for four days no change that’s unacceptable, with the hair it takes two minutes to brush hair this is about hygiene needs being met , if he can’t meet those basic needs on his own then he shouldn’t be left alone, basic needs are washed (even every second day), changed, fed, hair brushed and teeth brushed
