Just because you walk up to a cop and ask them means nothing. Cops only have to identify themselves when Police officers must identify themselves when they are using police powers or conducting an arrest, and in many places, they must also identify themselves when they have "reasonable suspicion" that a crime has been committed, is being committed, or is about to be committed.
