Pa private community do have private security and are legally allowed to carry and make traffic stops in the community and issue citations. I don’t agree with it but yes they do have the authority to do so

That’s a private gated community where resident have to give permission to visitors at gate it’s Pocono country place tobyhanna Pennsylvania there’s other communities like this too penn estates is the other gated and patrolled idk what’s the legality when comes to violations but it’s not public roads it’s gated not open to public one way in one way out so I’m not sure he has legitimate case they are speed limits and it’s less than 25 with speed bumps
