Woah this video ignores a very obvious fact. That apartment has sat empty for 4 years and the last rent was $1160 (ie $13,920 annually). So for the past 5 years, this landlord has forgone receiving $69,600 and in two more years they will have forgone receiving $97,470, just to avoid paying $100k. And my point of this being that landlords have done this to themselves and should not be pitied, especially when its clear from the state of this apartment that the landlord's neglect has made it worse and thats what ultimately is going to end up costing him $100k.

You’re missing the play. Mandami want the landlords to give up and sell the property to either the city or “friend of the city.” Once they control it they’ll use taxpayer $ to renovate then sell to their buddies at a discount who then kick $ back to the mayor. It’s an old but effective play.
