Actually doing more for people than cops. There will always be a drug market and if he’s dealing with responsibility and keeping people safe by not selling to them too much or only selling good product he’s doing a good amount of harm reduction.

here's the thing. this is kinnda what a pharmacies job is supposed to be when getting people off hard drugs, the idea is you can't really stop drug use but you can reduce the harm it does and this is the best way to go about it.
