The only one responsible is that boy who decided to burn down the salon, sorry he chose this as a way to settle his unhappiness. Very sorry he was burned so badly, but it doesn’t remove his responsibility to what happened.

And the parents are a big part of the problem. The 17 is responsible for. I am a white woman who had the most horrific haircut literally cutting 8” eight off the side of my hair when she was to do some fave framing. I was horrified - I paid - left and went back the next day to another stylist who did best she could to fix my hair. I lost 8” off my hair - I would never think of violence toward anyone.
