I agree with comments loctite isn’t the problematic. If it was torque correctly probably not a loctite issue. More likely improper torque setting

just to let you know this is a common problem in the 19 and up i have seen it happen more than 5 times and locktight has nothing to do with it

On a Cummins you don’t put loctite on the bolts. You’re supposed to put oil on the threads and torque it to spec!

Nobody touched that balancer. A real shop would look at see that there is a TSB for those balancers swelling and causing that exact issue with the crank and flex plate. Cummins knows there was an issue and has already updated the balancer.
