Many people think that Disney wants to keep the relationship between Nick and Judy purely platonic, but in reality the choice not to make their relationship official does not mean at all that there is no love between them. Disney avoids declaring them a couple mainly for strategic reasons that you will now read.
In markets that generate billions, such as China and the Middle East, an inter-species relationship (predator + prey, but also technically two different animals) could be seen as inappropriate or interpreted as an ideological message.
For the moment, Disney avoids anything that could create controversy or censorship in countries where the company makes huge numbers.
We also have to consider the desire to maintain narrative freedom for future sequels, to take advantage of the romantic tension that gets fans talking, and to avoid binding the story to officially established couple dynamics. It is a marketing choice, not a denial of the feelings between the two.
However, from a narrative point of view, Nick and Judy are not written as simple friends. The direction, the body language, the writing of their interactions, and the emotional depth they share are all typical of a romantic couple. Their relationship is written as an undeclared love story: they protect each other, they complete each other, they have conflicts and reconciliations that look exactly like those of a couple, and they become the most important person in each other’s life.
But Disney cannot make it official right now. If they did, they would have to manage couple dynamics and reduce the space for light adventure-focused stories.
Above all, they would lose the ability to use romantic tension, which is an extremely powerful narrative engine. Disney knows perfectly well that ambiguous relationships appeal to everyone: they get fans talking, make characters more iconic, increase memes, fanart, discussions, and keep the brand alive from one movie to the next.
By keeping the relationship implied but not canonized, they have more creative freedom.
