A friend of mine was accused of doing the same thing… he told me that a customer came in on Friday afternoon and signed up auto insurance. Customer got into a wreck, and the friend forgot to submit the forms. In the end, the insurance covered the claim for the customer. Friend said that If the insurer determines that the agent had authority to bind coverage, they may still honor the claim.
