Getting the right motor is the easiest fix. You can hop on automation direct and get a small frequency drive and fix it that way as well depend depending on how much they want for the motor

208Y (3ø-n-g) panels are usually 3 phase however equipment is not always 3 phase. Same as a house your WH is (h-h-g)

get a 240 single phase motor. the 240 rating is its top voltage rating, but it probably has a lower triggering and around 200 volts. The only other option is to get a converter to three-phase, which is more complicated than just getting the right motor.

You could do a buck boost transformers to create a third leg but it would be too expensive

The panel should have never been fed with only 2 legs of the 3 phase system. Sounds like they used what was available and figured they only needed 2 phases for the single phase 240v motor. 2 phases of 208v is still 3 phase and is not the same as 240v single phase as 208 has a neutral tapped Wye. The motor would have worked for a bit but the low voltage and phase shift is likely why it died. In my opinion you need to either a) Transform to 120/240 from the 3 phase system and feed 240v single phase, replacing with the original manufacturer spec motor, or 2) pull all 3 phases into the box and use a new 3 phase motor (the one he bought is 240v delta and you have a 208v Wye feed).
