you can plant Java ferns roots, you just have to leave the rhizomes (the thick, horizontal stem part the leaves grow out of) out of the substrate. thats how the plant breathes and it needs to be able to pop out new leaves without being blocked. its the same with anubias. they're most often tied to rocks but if you let the roots grow out a little bit you can absolutely plant it.
