The only immediate solution for this is for women to approach men. In the age of social media & individualism, men are just less confident on average. Even if women were more open to men approaching, many would still be reluctant to do it.

It's a vicious cycle, telling men they need to leave women alone basically only stops the good ones, cos the bad ones don't care, which leads to women being exclusively approached by the bad ones which gives a false sense that men are somehow getting worse, which causes the message to become louder and ensures the good ones never speak to a woman again for fear of making them uncomfortable.
