I mean Polynesians. They popularized it too. Though some cultures developed it independently, there are archeological evidence that pre-incan Peru. Traveling Europeans have accounts of various West African cultures using boards to ride the sea on the Gold Coast. It’s all quite fascinating how humans near the seas were like “yeah, see that there? I’m gonna ride it”
