I think it's because Eren is the type of person whose excitement is based on having a goal to achieve. As a child, inside the walls, he would look at the clouds in the sky and feel that emptiness too. This only changes when Armin shares with him the secrets of the outside world he discovered in his book. Armin's dream becomes a shared goal for him; Eren wants to explore this world with him, but it also becomes something that awakens feelings of determination and anger in him. Eren only realizes he's trapped when he discovers what exists outside because of Armin. In the modern AU, Eren doesn't have that kind of goal, which means he doesn't have high expectations or anything that drives him to rebel against injustice.
