Over simplified, you need an assessment from a boot fitter, as there are at least 10 ways to fix this issue based on the foot anatomy

When I bought my ski boots I was having horrendous blistering on my outside ankles because I supinate. The guy fitting my boots gave me a pair of thermo fit insoles and cut chunks of the original foam insole and duct taped them underneath the insoles to straighten up my foot. I've had no blisters at all since. It's cheap and basic but it works so well

I have Salomon boots for ladies with short Chunky legs and they only have one top buckle-I don’t think they make these any longer and I am dreading my boots dying

Dont grab the liner by that strap, it will rip! As a boot fitter, the last thing you want to do is give a customer's boot back damaged. Grab it by the cuff.
