it’s because she’s the only one that went into the moon pool because Ricky Cleo and Emma were in it together the power split between the three of them, but Charlotte was the only one in it so she got all three

She only had all of the powers because she went into the moon pool alone. Gracie and her friends didn’t transform under a special moon, it was a regular full moon. Same with Charlotte. The special full moon you’re thinking of came during the season 2 finale, which would permanently take away the powers of any mermaid who was in the pool when the moon went over Mako.

Maybe because her grandmother was a mermaid. Even though she lost her powers, maybe something still remained in her DNA, like a memory of the DNA, and Charlotte being her granddaughter, blood from her blood, when she was in the moon pool under the full moon, in addition to the fact that the full moon gave her mermaid powers, the DNA inherited from her grandmother was also "activated" and became even more powerful.
