As a firefighter when we pull up on a scene, if the property owner refuses to give us access to put out the fire we cannot proceed unless there is direct harm to another structure, property or persons. We have to notify police, wait at our truck and monitor the situation, from the street. Once police arrive we wait until they tell us to proceed or go back in service.
