I love to use tracing paper. i'll buy it in bulk from my local art supply store (supporting local) and cut them to size. then I can highlight, write, and tab. i'll put the title and page number at the bottom in case they fall out. kinda like art inserts!

Ballpoint pen with regular ink, no gel pens or gel like ink. That’s the only thing I’ve found that works on the clear sticky notes

The Uni Pin Pen with oil-based ink are thee BEST ones I’ve tried when it comes to writing on the transparent sticky notes!!! I haven’t seen it on Amazon but I purchased mine from @Cloth & Paper. I’m pretty sure @JetPens | Stationery Shop carries them too!
