It looks like early spring. The leaves 🍃 are green or trying to bud. There shouldn't be any leaves that time of year unless the neighbors didn't clean them up from the fall. They could've been blowing grass or dirt from the concrete sidewalk or driveway. Leaf blowers make noise. If you don't want to live with neighbors go live out in the country where every house is at least 500 yards apart.
