Parra Hernandez wasn't even the target. He was running across a restaurant parking lot after Morales tried to stop a pickup truck and two men jumped out and fled. But the person in the photo was Jose Hector Jimenez, who died in 2017 while being pursued by immigration authorities, according to the Houston advocacy group FIEL. Teare said ICE deported at least two material witnesses within a week of the crash, over his objection. Parra Hernandez is still in ICE custody and facing deportation court dates while he's unable to leave a rehab facility. ICE called the allegations reckless and false and said local governments lack the authority to investigate federal officers.
