The side flaps are to be stapled to the joists….. how would you do that if the flaps are on the top unless you did it before the flooring was put in?

install look up what how to properly installation without backing or with backing with backing the backing doesn't matter where it is it is vapor barriers the instructions say nothing about the paper or vapor barriers

it's not upside down the insulation goes towards the heated space in the vapor barrier which is paper on what you're looking at is used to hold it in the rafters hence the little tabs on them to go on the boards
