I worked football for 8 years, shoulder pads are designed to only work properly if covered by the jersey. Any part exposed loses it's safety quantities.

almost every position now does this besides qbs and special team players so its harder to grab onto but some also use like a double sided tape like tape also as a different alternative also and the jerseys are incredibly tight I've always tried to get a tight jersey so it was harder to grab when I played and so I could roll it up to look cool ngl but it didn't most of the time but also I got a tight jersey because in highschool and at the college I went too since they were both small schools they didnt do anything like that so I went a size smaller than I needed to create that affect
