Roblox outfit API updated so you cannot load users inventories if they are private. CAC was one of the first to get the update and it's slowly rolling out to other games too

For Catalog Creator, it only shows all the outfit for users who have their inventories open for public. If the user has their inventory private, you can only see their current outfit displayed, not all of it.
