For those of you who are saying this is illegal, you need to do your research and read up on the Terry Doctrine (Terry v. Ohio, 1968), where officers are allowed to hold someone briefly based on reasonable suspicion while they figure out whether that person is a witness, a subject, or an actual suspect. It isn’t the same as an arrest, and the law has recognized this investigative middle ground for decades.
