Can’t say this is the single best. Not with Tool. There are SO MANY GOOD ONES. It’s simply a great example of a good one. That’s the best you can say. But, seriously, still so good! 👍

probably my favorite guitar riff of Tool's too and I'm not sure why, it's not particularly catchy, complex, nor does it cut through or stand out, but just something about it is 🤌 like it fits the section perfectly.
