A “recall” is a regulated term requiring certain designation of adverse risks to health. If that can of water poses zero health risk, they have no obligation to issue a “recall”. A product quality issue like this would be a product withdrawal which requires no public notice, announcement, and there is no structured requirement on the methods the company would take to pull the product from shelves.
