I did this on my Honda shadow. Never neutralized the vinegar and never had an issue.

I like to rub the jb weld on the surface for the 1st layer. then only i add more to build up thickness. it help jb weld to really stick on the metal surface.

I have fixed multiple klt tanks by cleaning the inside then prepping the outside and applying jb weld. it can be sanded and body filled. I use red kote and have not ever had an issue. all tanks still going strong.
