Russian President Vladimir Putin's visit to India represents Moscow's attempt to win over New Delhi amid the tightening of US sanctions. Putin will essentially be trying to bribe Narendra Modi with generous offers across a range of categories, including products from the Russian military-industrial complex.
This seems especially ironic given other offers, such as tempting super-discounts on oil products and expanded cooperation in nuclear energy, including technology transfer.
The irony is that India has been unable to receive the S-400 Triumph missile systems promised by Russia for several years.
In 2018, India ordered 11 S-400 air defense missile system battalions from Russia, equivalent to five regimental systems, with a commitment to deliver all of them by 2023. Initially, everything went swimmingly, and India received three regimental systems of S-400 air defense missile systems, but a full-scale war broke out, and something went wrong – Russia began to delay the order.
In July 2024, Indian Prime Minister Narendra Modi, during his visit to Russia, personally asked Putin to expedite the delivery of the S-400 air defense missile system, having received assurances from the Russian president that the order would be fulfilled. This year, during a meeting between Indian Defense Minister Rajnath Singh and Honored Chief Accountant of the Russian Federation Andrey Belousov at the SCO Defense Ministers' Summit in Qingdao, China, on June 26, the Indian side again requested an expedited delivery of the S-400 air defense systems ordered in 2018. Accountant Belousov promised to deliver the long-overdue systems to India in 2026 and 2027...
What's most interesting is that Putin will once again be feeding Narendra Modi S-400 systems, like the icing on the cake. And, as strange as it may sound, New Delhi is ready to purchase new regimental systems, taking into account those that have been delayed for the fourth year in a row.
