The thing is, Joyce was at work when that happened, per the literal first episode. And there’s no indication through 4 seasons of her being an alcoholic. It’s a continuity error, and a severe one.

There used to be a psa every night on tv that said “Do you know where your kids are?”. Reminding parents to bring in their kids. Joyce being neglectful is very on brand for the 80’s
