Our brains perceive it is bigger when it’s closer to the horizon because of the surrounding objects that we can compare it too. When it’s in the sky, there is nothing to compare it to and therefore we have no concept of it’s size

optical illusion! when the moon is still on the horizon your eyes compare it with the telephone poles, trees, hills and whatever else making it appear huge but when the moon is higher in the sky there is no reference point making it seem smaller even though it didn't actually change in size like the ebbinghaus illusion (both circles are the same size)
