here is an idea. a police car could be considered a distraction based on the officers definition. a person, driving down the roadway sees a marked patrol car. the first reaction is to brake, whether they are speeding or not. if you are behind that vehicle it causes you to react to this vehicle hitting the brakes. that causes a hazzard.
