Aurelius never said this, people didn’t know about chemical reactions let alone the brains function until on a recent chronological timeline. Aurelius believed the Logos governed the universe and consciousness / mind. Furthermore, Aurelius never spoke like “such and such is unfit to rule”, he wrote deeply introspective rhetoric unlike the Machiavellian tone of analysis and instruction. If you really want to educate yourself go read his only work that has withstood the test of time — the “Meditations” — penguin classics has an excellent translation.
